A human rights-based approach to AI treats the entire development lifecycle, from data collection to model design to deployment and monitoring, as accountable to existing international human rights law, not as a separate technical domain exempt from it. Rights are the baseline the system must clear, not a value added at the end.
AI systems increasingly determine access to healthcare, employment, credit, and justice, all domains already governed by human rights frameworks such as CEDAW and the Maputo Protocol. Treating AI as a lawless frontier lets systems bypass protections that would apply to any human decision-maker performing the same function. A rights-based approach closes that gap.
The A+ Alliance approach: This is the explicit mandate of the AI & Equality Initiative, led by Women at the Table, which translates rights-based theory into practical governance frameworks and toolkits for the AI development lifecycle. The A+ Declaration calls for a UN agencies-wide review of how existing human rights law and standards apply to automated decision-making, machine learning, and gender.
